تاریخ: دهم مرداد ماه 1404خورشیدی، مطابق با اول اوت 2025 میلادی
پیشنهاد: تهیه طرح ایجاد مقدمات تأسیس (سازمان ملل متحد مردم نهاد)
موضوع چگونگی برقراری صلح، امنیت، پیشگیری و جلوگیری از وقوع جنگ و پرهیز از خشونت در
حل منازعات بین المللی، همواره در طول تاریخ زیست بشری، برای حفظ جان، مال، کرامت انسانی و
محافظت از محیط زیست مطرح بوده است -- و اکنون نیز بیش از گذشته مورد توجه مردم جهان می باشد
با نگرش و پویش به تاریخ و جنگ های پی در پی به ویژه از قرن یازده میلادی تا کنون، که در قرن بیست و یک
بسر میبریم، در نقاط مختلف جهان جنگ و خونریزی بیرحمانه توسط دولت های قدرتمند و ذینفع ادامه
دارد. این بحران سبب سلب آرامش و امنیت مردم بیگناه و بی دفاع جهان شده و خسارت های جبران ناپذیر جانی، روانی، مالی و نابودی منابع و زیر ساخت های زیست محیطی کشورها را به مردم مظلوم وستمدیده در کشورهای مختلف تحمیل نموده است
به استناد مستندات مکتوب تاریخی از دوران قرون وسطی در غرب، دو نهاد حقوقی به نام های (صلح الهی
و متارکه الهی) در سال 1095 میلادی در جهت تنظیم مقررات جنگ و مصون ماندن افراد، اموال، اماکن و برای محدود نمودن ایام جنگ و خشونت ایجاد گردید. ولی متأسفانه این دو نهاد حقوقی کارساز و موفق
نبوده اند. تا اینکه پس از پایان جنگ جهانی اول در سال 1918 ، به منظور برقراری صلح و آرامش عادلانه و
پایدار، تأسیس یک سازمان بین المللی برای تضمین استقلال سیاسی و تمامیت سرزمینی تمام کشورها
ایجاد (مجمع اتفاق ملل / جامعه ملل) در سال 1920 را محقق نمود. تا زمان وقوع جنگ جهانی دوم این سازمان مهمترین نهاد بین المللی میان-دولتی به شمار میآمد، که به دلیل بی خاصیت بودن تعلیق و منحل شد
از سال 1945 با شناسایی ضعف های عملکردی سازمان قبلی، ( سازمان ملل متحد ) کنونی با سازوکار جدید تأسیس و آغاز بکار کرد. ولی اکنون که هشتاد سال از تشکیل این سازمان میگذرد، مردم جهان شاهد عملکرد ضعیف، نادرست، ناعادلانه و بی خاصیت بودن این نهاد بین المللی میان-دولتی در برقراری صلح و آرامش و امنیت پایدار جهانی می باشند
همچنین ناظر بر آنچه که اکنون مردم جهان به ویژه در منطقه مهم و حیاتی خاورمیانه و سایر نقاط جهان
شاهد آن هستند، سازمان ملل متحد دولت-نهاد کنونی در سیطره و حیطه قدرت پنج کشور قدرتمند و قلدر
عضو این سازمان (با حمایت و پشتیبانی شرکت های غول پیکر) قرار دارد، که دارای حق غیر منطقی و
غیر انسانی ( وتو ) در راستای تأمین منافع این کشورها و هم پیمانان آنها میباشد -- و سایر کشورهای عضو این سازمان، برده و بازیچه تصمیمات ضد حقوق بشری و جنگ طلبانه -- و منفعت طلب آنها شده اند
بنابراین در راستای تحقق احقاق حقوق بشر، حفظ کرامت انسانی، امنیت و آرامش مردم جهان و پیشگیری و جلوگیری از بروز جنگ و خونریزی و تبعات ناشی از آن، بررسی ایجاد مقدمات تأسیس ( سازمان ملل متحد مردم نهاد ) را پیشنهاد میکنیم، با هدف ایجاد اصلاحات ساختاری در روش های کنونی انجام امور سازمان
ملل دولت محور -- تحت سلطه چند کشور قدرتمند و شرکت های منفعت طلب -- به عنوان ناظر بر تصمیمات
و عملکرد ( سازمان ملل متحد دولت نهاد ) فعلی، و همه نهادهای مدنی مردمی، احزاب مستقل مردمی، فعالان مدنی، سیاسی، اقتصادی، اجتماعی، فرهنگی و رسانه های مستقل مردمی، اندیشمندان، فرهیختگان
و بشر دوستان صلح طلب و خشونت پرهیز در سراسر جهان را به همکاری با آن دعوت میکنیم
امید که با درک عمیق شرایط زیست کنونی مردم جهان در سایه جنگ و ناامنی و ... ما دلسوزان صلح طلب و
خشونت پرهیز با تلاش و کوشش جدی و مستمر خود در تحقق ایجاد سازمان ملل مردم نهاد گام های
مؤثری برداریم، و با گفتگو و همدلی و همبستگی و کار تشکیلاتی سازمان یافته به تحقق این مهم موفق
شویم -- تا آنکه مردم جهان و نسل های آینده از نتایج این تلاش ها بهره برده و در صلح، آرامش، امنیت، توسعه و پیشرفت زندگی کنند
امیدواریم که این اقدام بشر دوستانه در تاریخ بشری ماندگار شده و از بنیانگذاران این طرح مهم به نیکی یاد خواهد شد

Preparation of a plan to establish the foundations for the establishment of the
People-centered United Nations Organization
The issue of how to establish peace, security, prevent and avert war, and avoid violence in resolving international conflicts has always been raised throughout human history, to protect life, property, human dignity, and the environment -- and now, more than ever, it is of concern to the people of the world
With a view and movement towards history and successive wars, especially from the 11th century to the present, as we live in the 21st century, in different parts of the world, war and brutal bloodshed by powerful and interested governments continue
. This crisis has deprived the peace and security of the innocent and defenseless people of the world and has imposed irreparable human, psychological, financial losses and the destruction of the countries' resources and environmental infrastructure on the oppressed and oppressed people in various countries.
According to historical written documents from the Middle Ages in the West, two legal institutions named (Divine Peace and Divine Truce) were established in 1095 AD in order to regulate the regulations of war and to protect individuals, property, and places, and to limit the days of war and violence. Unfortunately, these two legal institutions have not been effective and successful. Until, after the end of World War I in 1918, in order to establish just and lasting peace and tranquility, the establishment of an international organization to guarantee the political independence and territorial integrity of all countries was achieved (the League of Nations / League of Nations) in 1920. Until the outbreak of World War II, this organization was considered the most important international intergovernmental institution, which was suspended and dissolved due to its inadequacy.
Since 1945, upon recognizing the functional weaknesses of the previous organization, the current (United Nations) was established and began operating with a new mechanism. But now that eighty years have passed since the establishment of this organization, the people of the world are witnessing the weak, incorrect, unjust and ineffective performance of this international intergovernmental institution in establishing lasting peace, tranquility and security in the world.
Also, observing what the people of the world are witnessing now, especially in the important and vital region of the Middle East and other parts of the world, the current United Nations, the state-institution, is under the control and sphere of power of five powerful and bullying member countries of this organization (with the support and backing of giant companies), which have an irrational and inhuman right (veto) in order to secure the interests of these countries and their allies -- and other member countries of this organization have become slaves and playthings of anti-human rights and warmongering decisions -- and their profit-seeking interests.
Therefore, in order to realize the realization of human rights, preserve human dignity, security and peace of the people of the world and prevent and avert the outbreak of war and bloodshed and its consequences, we propose to examine the establishment of the (non-governmental United Nations), with the aim of creating structural reforms in the current methods of conducting the affairs of the United Nations. The state-centered -- dominated by a few powerful countries and profit-seeking companies -- as an observer of the decisions and performance of the current (United Nations, the state institution), and all civil society organizations, independent popular parties, civil, political, economic, social, cultural activists and independent popular media, thinkers, intellectuals and peace-loving and non-violent humanitarians around the world are invited to cooperate with it.
We hope that by deeply understanding the current living conditions of the people of the world in the shadow of war and insecurity, etc., we, the peace-loving and non-violent sympathizers, will take effective steps with our serious and continuous efforts to realize the creation of the United Nations, and through dialogue, empathy, solidarity and organized organizational work, we will succeed in realizing this important task -- so that the people of the world and future generations will benefit from the results of these efforts and live in peace, tranquility, security, development and progress.
We hope that this humanitarian action will be immortalized in human history and will be remembered as one of the founders of this important project.
