As an urgent addendum to our below-proposed GIPA roadmap project, we call for an immediate ceasefire on both sides (Israel/U.S. and Iran), while also urging an immediate return to diplomacy, especially between the U.S. and Iran.

موضوع طرح پیشنهادی نقشه راه توافق همگانی صلح ایران (تهصا)
:هدف
شروع فعالیت های مستمر صلح ساز، از جمله ایجاد تماس های کاربردی اولیه و برقراری منظم گفتگوهای مناسب، بویژه با مدیران و رهبران سیاست گذار سازمانها و نهاد های مدنی تلاشگر صلح آمریکایی، با هدف کمک رسانی موثر به کاهش سطح تنش ها (علی الخصوص بین ایران و آمریکا)، و برداشتن قدم های اولیه (مورد اشاره در زیر) برای جلو بردن موضوع طرح نقشه راه "توافق همگانی صلح ایران (تهصا)" که ایده و اهداف کلی آنرا گروه موسس کهنه سربازان ایرانی صلح جوی (کاص) به تاریخ بیستم دیماه 1403 پیشنهاد کرده است. هدف اصلی این تلاش خشونت پرهیز "کمپ صلح " متمرکز در جامعه مدنی، ارائه کردن (و حمایت و دفاع موثر از) چنین نقشه راه صلح جامع حاصل تلاش جامعه صلح طلبان است، در همکاری و مشورت مستمر با گروهی از افراد و نهادهای کلیدی کنشگر صلح پایدار، بویژه در آمریکا و تا جایی که ممکن است در ایران -- توضیح بیشتر در زیر، در بخش گامهای عملی اولیه
The initial sketches of a proposed roadmap toward a
Global Iran Peace Agreement (GIPA)
GOAL:
Initiating and continuing organized peace-building regular activities, including a) establishing initial contacts, and b) regularly holding result-oriented appropriate discussions and consultations, c) especially with managers and policy-making leaders of American peace-seeking organizations and civil society institutions, d) with the aim of effectively helping to reduce the level of tensions -- especially between Iran and the United States -- and e) taking initial steps (see below) to advance the objective of drafting a roadmap toward a "Global Iran Peace Agreement (GIPA)." The idea and general goals of this proposed draft roadmap were initially sketched by the founding group of the Peace-seeking Iranian Veterans (PIV) on January 9, 2025.
MAIN OBJECTIVE: The main objective of this nonviolent civil society-based "peace camp" effort is to develop and present (and effectively advocate and support) such a comprehensive peace-community produced draft roadmap, in continuous cooperation and consultation with a group of key institutions and individuals who are active in building sustainable peace, especially in the U.S. and (as possible) inside Iran--see initial implementation step, below.

در رابطه با هدف مورد اشاره در بالا، پیگیری و گسترش تماس ها و گفتگوهای اولیه، با هدف جلب علاقه و ایجاد همکاری های کاربردی یک هسته کوچک (در آغاز) از مشاوران، مدیران و رهبران سازمانها و اتاق فکرهای خواهان صلح آمریکایی، جهت برداشتن گامهای عملی و موثر بعدی (از جمله آغاز روند اخذ مشاوره های فنی اولیه مورد نیاز -- برای مرحله نخست -- مثلا مشاوره های مربوط به قوانین و حقوق بین الملل) در مسیر حرکت به سوی تدوین پیشنویس شماره یک طرح نقشه راه "توافق همگانی صلح ایران (تهصا)" -- که به عقیده ما آرزو کنندگان صلح طلب و خشونت پرهیز آن، روند مذاکرات صلح بین ایران و آمریکا باید با مشارکت (در سطوح مناسب) بسیاری از کشورهای ذینفع در منطقه خاورمیانه و در چهار سوی جهان (از جمله واتیکان--در صورت امکان) انجام شود، و به این دلیل است که واژه "همگانی" (یا گلوبال) را برای عنوان این طرح بلند

بنابراین، اکنون که اهداف و راهکار های اولیه این پروژه "نقشه راه" توسط کهنه سربازان ایرانی صلح جوی در داخل (و خارج) ایران پیشنهاد شده است، امیدواریم که یک گروه کلیدی صلحساز در جامعه مدنی آمریکا (مثلا انجمن آشتی) به عنوان شریک و میزبان اصلی ما، در همکاری فعال با دیگر گروه های آمریکایی هم هدف (به عنوان شریک های همکار) به این تلاش تاریخ ساز دست همکاری دهد
کشورهای نقشه راه
علاوه بر ایران و ایالات متحده (به عنوان دو کشور مذاکره کننده اصلی) و امیدواریم واتیکان--به عنوان یک
واسطه ویژه، کشورهای دیگر "نقشه راه " فوق الذکر عبارتند از
الف) کشورهای دارای حق وتو در شورای امنیت سازمان ملل، چین، روسیه و فرانسه و انگلستان به علاوه آلمان--به عنوان شرکای جانبی مذاکرات؛
در حالی که کشورهای زیر نیز (به عنوان حامی فعال؟ یا ناظر؟) در سطوح مناسب در مذاکرات شرکت خواهند کرد: ب) این کشورهای جنوب جهانی گروه "بریکس" یعنی هند، برزیل و آفریقای جنوبی--علاوه بر آرژانتین، قزاقستان، ژاپن و کره جنوبی؛ پ) کشورهای اسلامی اندونزی و پاکستان؛ ت) چهار کشور عمده آفریقایی الجزایر، مراکش، کنیا و نیجریه؛
ث) این کشورهای مهم شمال جهانی: استرالیا، کانادا، اسپانیا و ایتالیا؛ و البته ج) کشورهای مهم منطقه غرب آسیا/شمال آفریقا شامل ترکیه، عراق، عربستان سعودی، اردن و مصر-- و قطر، امارات و عمان؛ و چ) اسرائیل، اگر چه اهمیت آن آشکار است، در این لیست گنجانیده نشده چون سیاست خارجی آمریکا و اسرائیل یک مجموعه "متحد" به نظر میرسد
قابل توجه است که مجموع جمعيت اين کشورها بیش از 2/3 تعداد انسان هایی است که سیاره مادر همه ما، یعنی زمين مضطرب و نیازمند صلح را خانه خود میدانند
پنج فاکتور زیربنایی که می تواند کمک کننده راه ما در ایجاد صلح باشد
در تهیه این نقشه راه و البته در مذاکرات پیشنهادی، که امیدواریم در نهایت به توافق همگانی صلح ایران (تهصا) منتهی شود، حفظ حساسیت و توجه دقیق به پنج فاکتور زیربنایی زیر می‌تواند فرآیندهای صلحسازی را برای حرکت نتیجه بخش به سوی توافق جامع نهایی آگاه و غنی کند
یک- نیازهای اساسی امنیتی (و نحوه درک تهدیدها)، بیرونی و درونی
دو- استقلال و حاکمیت سیاسی (و فرهنگی) و تمامیت ارضی، همراه با توجه دقیق به رفتارهای کنونی (از جمله تحمیل تحریم های غیر قانونی) و میراث های استعماری در گذشته
سه- ثبات حکومت و نحوه اداره کشور، به شمول حفاظت از محیط زیست و اقلیم
چهار- نیازهای اقتصادی و انسانی و ملاحظات کیفیت زندگی، به شمول حفظ و گسترش متوازن توسعه اجتماعی و فرهنگی
پنج - حقوق شهروندی و بشر، به شمول حمایت از تکثر و دموکراسی
راهکاری خلاقانه برای صلحسازی پایدار: یک مثال برد-برد
به عنوان بخشی از نقشه راه پیشنهادی ما در "کمپ صلح" برای حرکت به سوی توافق جهانی صلح ایران راهکار زیر می‌تواند نمونه‌ای خلاقانه از صلحسازی برد-برد باشد (در یک چارچوب همکاری جهانی) که پروژه ما آنرا پیشنهاد داده است
بانک سوخت هسته‌ای با همکاری جهانی
در حال حاضر، و در واقعیت جهان امروز، یک نگرانی، تردید و در برخی موارد ترس پیرامون صلح‌آمیز بودن توانایی های غنی‌سازی اورانیوم ایران وجود دارد. بنابراین، در چارچوب تقدیم شده ما برای نقشه راه توافق جهانی صلح ایران، ما بدینوسیله یک بانک سوخت هسته‌ای با همکاری جهانی را پیشنهاد می‌کنیم
این بانک سوخت در یک چارچوب و فرآیند چندجانبه، تولید و توزیع به دقت کنترل و نظارت‌شده نوعی از اورانیوم غنی و فرآوری‌شده (و در نتیجه میله‌های سوخت هسته‌ای با غنای پایین) را، که فقط می‌تواند برای اهداف صلح‌آمیز استفاده شود، عمدتاً در نیروگاه‌های هسته‌ای، در حیطه وظایف خود خواهد داشت
چنین بانک سوخت هسته‌ای با همکاری جهانی، که توسط کهنه سربازان صلح‌طلب ایرانی پیشنهاد شده، بدیهی است که ایران را شامل می‌شود و تحت نظارت آژانس بین‌المللی انرژی اتمی فعالیت خواهد کرد، و مقوم فعالیت های آن قطعنامه‌ای در شورای امنیت سازمان ملل متحد خواهد بود که با توافق جهانی و اتفاق آرای اعضای شورا تصویب شده است
از این رو، به عنوان یک جزء سازمانی آژانس بین‌المللی انرژی اتمی، چارچوب و فرآیند این بانک سوخت هسته‌ای با همکاری جهانی، نهایتا بخشی از پیمان عدم اشاعه سلاح‌های هسته‌ای (که معمولاً با عنوان پیمان عدم اشاعه یا ان پی تی شناخته می‌شود) خواهد شد، و به همچنین بخشی از سایر معاهدات و توافق‌نامه‌های مرتبط، که هدف آنها ایجاد و حفظ صلح و ثبات جهان آشفته ماست -- بویژه به گونه ای برد-برد، عادلانه و پایدار
ما معتقدیم که مسئله اساسی یا ریشه اصلی مناقشه بر سر توانایی های هسته‌ای ایران، «اراده سیاسی» همه طرف‌های اختلاف است، نه لزوماً پیچیدگی‌های فنی. بنابراین، پیشنهاد «بانک سوخت» ما (که در بالا به کلیات آن اشاره شده) با توجه به چارچوب و فرآیند «همکاری جهانی» برد-برد آن، می‌تواند به طور بالقوه پلی صلحساز بین مسائل سیاسی و فنی باشد
Initial Implementation Steps
Related to the main objective (above), following up and expanding initial contacts and discussions, a) aimed at attracting the interest of, and b) establishing practical collaborations with a small core group (initially) of key advisors, managers, and leaders of American peace-seeking organizations and think tanks, c) in order to take the next result-oriented effective steps (including starting the process of obtaining the needed initial technical consultations -- for the starting phase of the process -- including, for example, consultations about the pertinent international laws/rights) on the path to d) developing the initial draft of a roadmap toward the "Global Iran Peace Agreement (GIPA)" -- and in our opinion, as peace-seeking nonviolent dreamers, e) the eventual process of peace negotiations between Iran and the United States should be carried out with the participation (at appropriate levels) of many affected stake-holder countries in the Middle East region and around the world--including The Vatican, if possible; and hence f) this is why we have suggested the word "Global" for the title of our ambitious roadmap "dream" proposal for this eventual peace agreement between the U.S. and Iran.
Hence, now that the initial goals and strategies of this “Roadmap” project have been proposed by Peace-seeking Iranian Veterans (inside Iran--and outside) we hope that an appropriate KEY peace-builder group within the American civil society (for example, hopefully the Fellowship of Reconciliation) would join this history-making effort, as our main host-partner, so we can then build together active collaborations with other like-minded peace-building co-partner American counterparts.
Roadmap Countries
In addition to Iran and the U.S. (as the two main negotiating countries), and hopefully The Vatican (as a special intermediary), the other states in the above-mentioned "roadmap" are the following ones:
a) The veto-powered UN Security Council countries of China, Russia, France and England, joined by Germany (as associate partners to the negotiations); while the following (observer status? or active supporter?) countries would also take part in the negotiations--at appropriate levels: b) The Global South BRICS countries of India, Brasil, and South Africa--in addition to Argentina, Kazakhstan, Japan and South Korea; c) The Islamic countries of Indonesia and Pakistan; d) These four major African countries: Algeria, Morocco, Kenya and Nigeria; e) The following significant Global North countries: Australia, Canada, Spain, and Italy; and of course, f) the significant West Asian/North African regional countries of Turkey, Iraq, Saudi Arabia, and Egypt -- as well as Oman, Qatar and the UAE; and h) Israel, though obviously important, is not included in this list because the foreign policies of the US and Israel are seen as a "unified" set.
It is noteworthy that the combined population of these countries totals to over 2/3rd of the number of human inhabitants of our peace-needing distressed Mother Earth.
Five Underlying Factors That can Contribute to our Peace-building
In the preparation of this roadmap, and of course in the proposed negotiations that we hope would eventually result in the Global Iran Peace Agreement (GIPA), maintaining sensitive and close attention to the following five underlying factors can inform and enrich the peace-building processes of moving productively toward the eventual comprehensive agreement:
1- Fundamental security needs (and threat perceptions), externally and internally;
2- Political (and cultural) sovereignty and territorial integrity, while paying close attention to current colonialist practices (such as the imposition of illegal sanctions) and past legacies;
3- Stability of statehood and governance--including ecological and climatic protection;
4- Economic and human needs, and quality of life considerations, as well as the safeguarding and expansion of balanced socio-cultural development; and
5- Citizenship and human rights, including the protection of diversity, and of democracy.
A Creative Durable Peace-making Solution: A Win-Win Example
As a part of our proposed "peace-camp" roadmap toward the Global Iran Peace Agreement (GIPA), the following solution can be a creative example of win-win peace-making in the global context that our project has suggested:
Globally Collaborative Nuclear Fuel Bank (GCNFB)
Currently there is, in fact, a global concern, doubt, and in some cases fear, surrounding the peacefulness of Iran's nuclear enrichment capabilities. Therefore, in the context of our proposed roadmap toward a Global Iran Peace Agreement (GIPA), we hereby propose a Globally Collaborative Nuclear Fuel Bank (GCNFB), which would bring under one multilateral framework and process, the carefully controlled and monitored production and distribution of the kind of enriched and processed uranium (hence low-enriched nuclear fuel rods) that can only be used for peaceful purposes, mainly in nuclear power plants.
Such a Peace-seeking Iranian Veterans (PIV) proposed GCNFB would obviously include Iran, and will operate under the auspices of the International Atomic Energy Agency (IAEA), augmented by a globally approved unanimous UN Security Council resolution.
Hence, as an organizational component of the IAEA, the Globally Collaborative Nuclear Fuel Bank (GCNFB) framework and process will eventually be incorporated into the Treaty on the Non-Proliferation of Nuclear Weapons (commonly known as the Non-Proliferation Treaty--or the NPT) and all other related treaties and agreements that aim to create and preserve, especially in a sustainable and just win-win manner, the peace and stability of our troubled globe.
